The Sacramento City Council Tuesday approved over $1.1 million to extend two housing stability programs for eligible households along the Stockton Boulevard corridor near the UC Davis Aggie Square campus.
“This allocation is the next phase of the anti-displacement program and a key part of the Aggie Square settlement,” said Councilmember Eric Guerra, who represents the district. “I want to thank everyone involved, especially the working families from the UC Davis campus who played a role in negotiating this, and to the Mayor for helping secure these essential resources.”
The Step Up Anti-Displacement Program, funded with $400,000 and administered by Step Up on Second Street, offers one-time assistance to help individuals and families retain housing or move into stable, affordable housing.
The program provides services to eligible households within the city limits in zip codes 95817, 95820, 95824, and 95828. It supports those who are unsheltered or at risk of losing housing by assisting with one-time costs, identifying housing options, facilitating applications, and covering fees and moving expenses.
Since February 2023, the program has provided rental and utility assistance to 291 individuals in 101 households for up to eight months.
The second contract with Step Up, approved for an additional $790,000 and initially launched in March 2024, was created in partnership with the American Federation of State, County, and Municipal Employees Local 3299 (AFSCME) to meet the needs of union members.
The program has assisted 43 households and 137 individuals with services such as mortgage assistance and urgent habitability repairs, offering support to members whose income may make them ineligible for other programs. The renewal and additional funding will expand access to these services for more members in the area.
Stockton Boulevard Housing Stabilization
As part of the Stockton Boulevard area revitalization and the Aggie Square Community Benefits Agreement, the City of Sacramento and UC Davis have allocated $10 million for a multi-year program of housing and financial support for residents living in the neighborhoods around the Stockton Boulevard corridor.
This new funding complements the array of programs already launched under the Stockton Boulevard Housing Stabilization program to support communities adjacent to Aggie Square in the 95817, 95820, 95824 and 95828 zip codes.
These programs are offered through Salvation Army, Step-up on Second, and Habitat for Humanity and include emergency rent assistance, home repairs, and utility upgrades among other programs. Since launching last spring, these programs have served over 630 individuals.
Another City-funded program offered through CLTRE Keeper has prepared 24 low-income people from disadvantaged neighborhoods to become first-time homeowners.
