Since the adoption of the 2040 General Plan and Climate Action & Adaptation Plan in February 2024, the City has made significant progress toward its long-term goals. In their first annual report to City Council, staff detailed a range of accomplishments in advancing housing, equity, sustainability, and clean energy efforts.
“The Annual Progress Report is intended to provide transparency and ensure accountability to the community as we move this work forward,” said Senior Planner, Vic Randall. “It is also an important tool to support community engagement and to foster ongoing collaborative opportunities with community partners.”
2040 General Plan
The General Plan Annual Report highlights major projects and high-level development trends, such as exciting infill projects, projects that promote the City’s vision of becoming a safe, equitable, and just city and promotes livability and sense of place.
Thus far, of the General Plan’s 79 implementing actions, 11 have been completed, with another 47 already in progress. Here are some highlights of the City’s efforts this past year to meet the 2040 General Plan’s visions:
- Implementation of the Missing Middle Housing Interim Ordinance.
- Development of the Wong Center Senior Apartments and the Heights at Stockton Boulevard both offer low-income housing options.
- Beginning development of the Dos Rios Light Rail Station will serve as a key transportation link for the growing River District and Mirasol Village housing community.
- The ongoing efforts and growth of Front Street Animal Shelter’s Homeless Outreach and Assistance Program providing pet-related veterinary services to unsheltered residents.
- Creation of the North Sacramento Business Investment Program which pairs funding for tenant improvements and equipment purchases with complimentary business technical assistance needed in the North area for recovery and rejuvenation.
- LGBTQ+ Historic Experience Project concluded in 2024 and highlights Sacramento’s LGBTQ+ history, identification of sites, persons, and events that are of historic importance to the community.
- Updating the City’s Active Transportation Plan by renaming it Streets for People, focusing on all ages and abilities walking, biking or rolling and emphasizing equitable access to safe, low-stress routes for walking and biking especially in disadvantaged communities.
The City is continuing work to implement policies set forth in the 2040 General Plan to better serve communities and the future of the city.
Climate Action and Adaptation Plan
The first Climate Action & Adaptation Plan Annual (CAAP) Progress Report provides an overview of work recently completed by multiple City departments and partner agencies to decarbonize and reduce climate pollution from Sacramento’s buildings, transportation sector, energy systems, and municipal operations.
Key highlights include the completion of key biking and walking trail segments to support active transportation, adoption of an Existing Building Electrification Strategy, increased all-electric new development, increased clean energy deployment, and continued growth in EV adoption with 28% of 2024 new car sales being electric vehicles.
The report also details efforts to prepare Sacramento for the increased heat and changing precipitation patterns that are projected to have increasing impacts in Sacramento in the coming decades.
Important climate adaptation projects include several flood reduction projects and expanded drainage master planning, the SacAdapt Transportation Infrastructure Plan was initiated, the Urban Forest Plan moved forward in planning for the city’s tree canopy, and new shade structures were installed in parks.
