City staff recently shared the 2040 General Plan and Climate Action & Adaptation Plan annual reports, addressing progress made toward goals set in place for the last two years.
Highlights presented to City Council detailed continued accomplishments in local development, equity, sustainability and clean energy efforts.
“Putting together these annual reports reminds us to celebrate the work we have accomplished, but also helps us see where more work is needed and keeps us focused on Sacramento’s vision to be a model of sustainable and equitable growth,” said Senior Planner Amy Yang.
2040 General Plan
The General Plan Annual Report highlights major projects and high-level development trends, such as infill projects (building within unused and underutilized lands/structures), projects that promote the City’s vision of becoming a safe, equitable, and just city and promotes livability and sense of place. Since its adoption in Feb. 2024, City staff have been working to implement various policies and actions of the plan.
Here are some highlights of the City’s efforts this past year to meet the 2040 General Plan’s visions:
- Completion of Channel 24, an entertainment venue infill development project.
- Creation and implementation of the Small Developer Incubator Program to support small-scale housing developers in the city.
- Adoption of the Historic Landmark Designation of the New Helvetia Historic District recognized for its 1940s public housing architecture and African American history.
- Majority of residential and non-residential development occurring in areas the General Plan wants to promote infill development.
- Increase in healthy food retailer access in disadvantaged areas.
- Improvement of overall park accessibility score from the Trust for Public Land.
Ongoing efforts will be made to track progress toward the General Plan vision by implementing its goals, policies, and actions, continuing to serve the city’s communities and preparing for future growth.
Climate Action & Adaptation Plan
The recent Climate Action & Adaptation Plan (CAAP) Annual Progress Report provides an overview of continued work by City departments and partner agencies to decarbonize and reduce climate pollution from Sacramento’s buildings, transportation sector, energy systems, and municipal operations, and also to prepare Sacramento for current and projected impacts of climate change.
In the past year the following key achievements have been made to implement the City’s climate and sustainability policies:
- Participated in the Urban Land Institute Technical Assistance Panel to guide efforts to mitigate extreme heat impacts.
- Adoption of key implementation plans, including the Urban Forest Plan, Streets for People Active Transportation Plan, and the SacAdapt Transportation Infrastructure Adaptation Plan.
- Zero-emission vehicle (ZEV) adoption represented 25% of new car sales in Sacramento County, slightly outpacing the statewide rate and signaling continued momentum toward transportation decarbonization.
- Seeing a strong trend toward all-electric new construction, with over 80 percent of new single-family homes and more than 90 percent of ADUs built all-electric in 2025.
“The City continues to build momentum on its climate efforts, building on broad community leadership and drawing on interdepartmental and interagency partnerships to create a path to a sustainable and prosperous future,” said Senior Planner Victor Randall. “We are pleased to see progress in energy efficiency and forward thinking when it comes to extreme heat in Sacramento.”
