Sacramento households can now keep up to four licensed dogs under an updated City ordinance approved by the Sacramento City Council.
Previously, Sacramento City Code section 9.44.370 allowed up to three licensed dogs per household. The updated ordinance increases that limit to four licensed dogs while maintaining requirements for licensing, spay and neuter, and responsible pet ownership.
Limits for all other household animals remain unchanged. Residents may continue to keep up to seven cats, three swine and other animals as permitted under existing City Code.
“For many Sacramento families, pets are an important part of the household,” said Interim Animal Care Services Manager Ryan Hinderman. “This update gives responsible pet owners additional flexibility while continuing to uphold the City’s standards for licensing and spay and neuter.”
The change was recommended by the Animal Wellbeing Commission as part of its 2025 work plan and is intended to increase the number of dogs adopted and reduce the number of dogs entering the shelter, while encouraging responsible pet ownership through spay and neuter requirements.
The updated ordinance will take effect at the end of August, 30 days after its adoption by the Sacramento City Council.
