The City of Sacramento and developer Urban Capital LLC have been awarded nearly $31.9 million in State Homekey+ funding for the Rio Linda Senior Housing Project, a proposed permanent supportive housing community for seniors and senior veterans experiencing homelessness.
The City’s Office of Innovation and Economic Development, in collaboration with the Department of Community Response, partnered with Urban Capital LLC as co-applicants for the Homekey+ funding through the California Department of Housing and Community Development (HCD) in May 2025.
“Seniors are one of our fastest-growing and most vulnerable homeless populations. These new homes will provide a dignified solution,” said Sacramento Mayor Kevin McCarty. “Following the opening of our Safe Parking site, this project is the second milestone in our Six Point Plan. Everyone deserves a safe place to sleep at night. We are nowhere near finished, but this project is another step in the right direction.”
The proposed Rio Linda Boulevard project in North Sacramento will include 100 permanent supportive housing units for adults age 55 and older. Of those, 49 homes will be reserved for veterans experiencing homelessness who have behavioral health needs, 49 will be reserved for seniors, and two will be manager units. Alta California Regional Center also will provide services for residents with development disabilities in 15 of the units.
“This funding is a major win for North Sacramento,” said Councilmember Roger Dickinson, who represents the district. “Providing permanent supportive housing to our seniors and veterans gives them the dignity and stability they deserve and shows the power of strong state and local partnerships in uplifting historically divested community members.”

The City and Urban Capital LLC will work with BOSS Homes to provide modular units equipped with a queen-size bed, desk, closet, full bathroom and kitchenette. Each unit will include free internet service.
Plans for the site also include community gathering areas, laundry facilities, a community garden, storage and office space for property management and supportive services.
Residents will enter into leases and pay no more than 30% of their income toward rent. The development will remain affordable for 55 years under Homekey+ requirements.
Urban Capital LLC will purchase the property and develop the project. A property management company will oversee leasing, maintenance and daily operations, while five full-time case managers will provide on-site supportive services to residents.

Homekey+ is administered by HCD in collaboration with the California Department of Veterans Affairs. The program uses funding approved by California voters through Proposition 1 to create permanent supportive housing for veterans and people with behavioral health needs who are experiencing or at risk of homelessness.
The City’s Homekey+ award is expected to go to the Sacramento City Council for formal acceptance at a future meeting.
Construction on the project is expected to begin in February 2027.
