Two members of the Sacramento City Council have been appointed by Mayor Kevin McCarty and unanimously confirmed by the City Council for leadership posts.
The Council on Jan. 7 approved Councilmember Karina Talamantes (District 3) as Vice Mayor and Councilmember Eric Guerra (District 6) as Mayor Pro Tempore for 2025. Vice Mayor and Mayor Pro Tempore appointments typically last for a calendar year.

The Vice Mayor and Mayor Pro Tempore chair meetings in the Mayor’s absence and often represent the City in public if the Mayor is unable to be present. Councilmember Caity Maple (District 5) served as Vice Mayor and Councilmember Talamantes (District 3) was Mayor Pro Tempore in 2024.
“Vice Mayor Talamantes and Mayor Pro Tem Guerra bring valuable experience to their new roles,” McCarty said. “I am confident they will serve our city with dedication and help us continue making progress on the important work ahead.”
The City Council also recently approved McCarty’s appointments for the formal committees that make up the City’s governance structure. Those committees are Law and Legislation, Personnel and Public Employees, Budget and Audit, and the Racial Equity Committee. Those appointments include:
Law and Legislation: Roger Dickinson, Rick Jennings, Caity Maple (Chair), and Phil Plukebaum
Personnel and Public Employees: Rick Jennings (Chair), Lisa Kaplan, Karina Talamantes, and Mai Vang
Budget and Audit: Roger Dickinson (Chair), Eric Guerra, Caity Maple, and Karina Talamantes
Racial Equity: Eric Guerra, Rick Jennings, Karina Talamantes, and Mai Vang (Chair)
McCarty also appointed Councilmembers to represent the city on regional governance bodies such as the Sacramento Area Council of Governments and joint powers authorities such as the Sacramento Housing and Redevelopment Agency. See a full list of the appointments by clicking here.
