The City of Sacramento has launched the Business Solutions Center, a new resource hub offering free expert guidance, funding opportunities and data tools to help local small businesses succeed.
Developed by the City’s Office of Innovation and Economic Development and funded through American Rescue Plan Act and U.S. Small Business Administration dollars, the Business Solutions Center consolidates multiple small business services into a single, streamlined program. It delivers personalized, one-on-one support for entrepreneurs looking to build a business plan, expand operations, access capital, or navigate permitting and licensing.
“We know small businesses are the backbone of Sacramento’s economy, and the Business Solutions Center is about meeting them where they are with the support they need to succeed,” said Denise Malvetti, Deputy Director of the Office of Innovation and Economic Development. “Whether it’s funding, permits, or someone to help navigate your next steps, this Center puts real, tangible resources within reach.”
Through the Center, businesses can access:

- One-on-one consultations with expert business counselors in partnership with California Capital Financial Development Corporation
- Up to $5,000 in microgrant funding to invest in equipment, digital tools, or service expansion
- Up to $2,500 in City fee credits to help cover permitting, licensing, or inspection costs
- SizeUp Sacramento, a powerful data tool offering insights on business performance, competitors and customers
How to participate
- If you don’t have a 311 Account:
- Visit the 311 Portal
- Register for a 311 account
- Add your business to your 311 account
- Submit a “Business Resources” request through the dashboard.
- If you already have a 311 Account but haven’t engaged with the Center:
- Log in and select “My Profile” and “Add Business”
- Then hit “Request Service” and make sure to click the request is a “Business Case.”
The Business Solutions Center was built with an emphasis on equity, accountability, and measurable results. A customer relationship management system tracks service requests, and outcomes allowing the City to evaluate the program’s impact and adjust based on the evolving needs of Sacramento’s business community.
“From day one, we’ve designed the Business Solutions Center with equity, accessibility, and long-term impact in mind,” Malvetti added. “This isn’t just about recovery—it’s about building a stronger, more inclusive local economy for years to come.”
