Neighborhood beautification project completed along 21st Avenue

The City of Sacramento, in partnership with the Franklin Neighborhood Development Corporation (FNDC), recently completed a series of art and infrastructure improvements along 21st Avenue as part of the 21st Avenue Beautification Project.

Funded through a Caltrans Clean California Grant, the project has transformed the stretch of 21st Avenue from Highway 99 across Franklin Boulevard to Ethel Phillips Elementary School. Enhancements include colorful murals, wrapped utility boxes, metal sculptures and street improvements that bring new life to the area.

“While the artwork and improvements are highly visible, this project is really about reconnecting the neighborhood,” said Stephanie Saiz, assistant engineer with the City’s Department of Public Works. “Highway 99 created a lasting divide here decades ago, and this effort is helping bring the community back together making the area safer, cleaner and more welcoming for everyone.”

A key highlight is the Highway 99 underpass, which was revitalized through a separate Clean California grant with vibrant, community-inspired murals.

In addition to beautification, the project addresses long-standing concerns such as illegal dumping and littering, which had previously made this important walking route less safe and attractive for residents and schoolchildren.

To help maintain the area, new signs have been installed to remind the public that dumping is illegal. Residents who report violations to 311 may be eligible for a $500 to $1,000 reward if their tip results in an administrative citation or arrest and misdemeanor conviction.

The City also offers two free bulky waste pickups each year to help residents dispose of large items like old appliances and e-waste.
