New $25 fine for daylighting law now live in Sacramento

Starting this month, Sacramento drivers could receive a $25 fine for parking too close to crosswalks, as part of a new City enforcement effort designed to protect pedestrians and improve visibility at intersections.

The City of Sacramento will begin issuing citations July 1 for vehicles parked within 20 feet of the approach side of any marked or unmarked crosswalk, or 15 feet from a crosswalk with a curb extension. Whether or not the curb is painted red or any signage is present, drivers parked in these areas could be cited for violating the law.

This enforcement aligns with a state law that took effect on January 1, commonly known as the daylighting law, which was established by Assembly Bill 413 and is codified under California Vehicle Code 22500(n). The law is part of a broader effort to enhance safety on California roadways by improving visibility where people walk, bike or use mobility devices.

Daylighting is a street design approach that clears sightlines at crosswalks by removing parked cars from the immediate area. Without obstructions, drivers can better see pedestrians entering the roadway, and pedestrians have a clearer view of oncoming traffic.

“This new citation helps align local enforcement with state law and reinforces the City’s commitment to safer street design,” said City Parking Manager Staci Hovermale. “By keeping the first 20 feet before crosswalks clear, we’re creating safer spaces for everyone—whether they’re walking, biking, driving or using a mobility device.”

Parking enforcement officers prior to July 1 have been issuing warning notices and staff are working to remove metered parking spaces near crosswalks. Signage and curb painting are being added where feasible, but drivers are expected to comply with the law whether signage is present or not.

Here’s what drivers should be aware of:

  • No parking, stopping or standing within 20 feet of any crosswalk (marked or unmarked).
  • No parking within 15 feet of crosswalks with curb extensions.
  • Applies even if there is no signage or painted curb.
  • Citations begin July 1, 2025, with a $25 fine.
