City seeks proposals to transform historic Hale Building in downtown Sacramento

The City of Sacramento is inviting innovative developers, entrepreneurs and businesses to submit proposals for the purchase or lease of the historic Hale Building located at 825-831 K Street in downtown Sacramento.

Positioned at an intersection connecting the SAFE Credit Union Convention Center and DOCO (Downtown Commons), the Hale Building occupies a block primed to support downtown revitalization.

“We are leading by example: upcycling the old Hale building, a process known as adaptive reuse, to bring new life to this major corridor connecting DOCO and the SAFE Credit Union Convention Center,” said Mayor Kevin McCarty. “We plan to sell this building to someone with vision, who can take action to revitalize downtown.”

The City seeks proposals emphasizing ground-floor activation to attract foot traffic and support the downtown community. Ideal submissions will feature destination retail or other vibrant uses that enhance the surrounding neighborhood and align with the City’s long-term vision.

“The focus is on finding the right partner who can deliver a project that benefits downtown economically, culturally and socially,” said Valerie Mamone-Werder, project manager for the City. “We’re open to all proposals, including sale or lease, but the ultimate goal is a developer who shares the City’s commitment to the continued revitalization of K Street.”

Built in 1881 and historically housing the Hale Brothers department store, the three-story building offers approximately 73,000 square feet of LEED Silver-qualified space, characterized by exposed brick walls, high ceilings and renovated interiors. The building also includes 32 underground parking spaces.

Current tenants include real estate software firm SkySlope, which recently renewed its lease, and T-Mobile, currently on a month-to-month agreement.

The City is collaborating with Jones Lang LaSalle (JLL) to manage the proposal process. Interested parties can submit proposals until October 3. Proposals will be evaluated based on their alignment with the City’s vision, community impact, developer experience, and financial feasibility. Final selection will be subject to City Council approval.

This initiative is part of the City’s continued efforts to boost downtown vibrancy, attract investment and enhance livability in the urban core.
