Traffic alert: Night paving scheduled on Franklin Boulevard as part of safety project

The next phase of construction on the Franklin Boulevard Complete Street project will soon be underway with overnight paving activities.

To minimize inconvenience to the traveling public, businesses and residents, the paving work will be performed at night, between 8 p.m. and 5 a.m.

Starting on Sunday evening, Dec. 7, construction crews will begin grinding the existing asphalt roadway on Franklin Boulevard between Sutterville Road and 32nd Avenue. They will continue grinding operations each night through the morning of Friday, Dec. 12.

Vehicles will be able to drive on the road during the day following grinding operations.

What to expect:

  • Lane shifts and traffic controls
  • Intersection closures and flashing red signals
  • Increased construction noise
  • No street parking

City officials said the work must be done at night due to high daytime traffic volumes on Franklin Boulevard, which pose safety concerns for construction crews and the traveling public. Daytime construction would also result in significant delays for buses, local businesses, residents and Ethel Phillips Elementary School.

“The amount of traffic on Franklin Boulevard during the day can make these operations challenging and could prolong disruptions for the community,” said Senior Engineer Megan Johnson. “Night work allows crews to complete paving more efficiently and safely.”

Crews are scheduled to return late Sunday, Dec. 14 to begin final paving. They plan to continue overnight paving through the week, finishing the morning of Friday, Dec. 19. The operations require specific temperature conditions, so the schedule may vary depending on weather.

Traffic impacts

Franklin Boulevard may have one-way traffic and temporary closures as crews work through each intersection. Residents and businesses will always have access to their properties.

The community should follow posted detours and plan for delays when traveling through the construction area. Reduced vehicle speeds will be necessary.

Paving work will end by 5 a.m. each day, and at the end of each shift, temporary reflective road tabs will be placed for the new lane lines for traffic prior to reopening.

Once complete, this safety project will transform the corridor into a friendly and inviting gateway to the district, businesses, and adjacent neighborhoods. The Franklin Boulevard Complete Street Project is:

  • Reducing lanes to calm traffic and prioritize pedestrians
  • Adding bike facilities and a protected bike lane
  • Increasing safety with new pedestrian lighting
  • Constructing medians to accommodate pedestrian crossings
  • Expanding tree coverage to eliminate the current “shade desert”
