Homelessness Response Report: Maps highlight citywide response; cleanup completed in River District

The City’s Incident Management Team (IMT) received 578 calls for service last week and responded by engaging people experiencing homelessness, offering services and shelter options, and ensuring compliance with City laws and ordinances.

From Feb. 9-15, the IMT responded to 624 unique locations, including a large encampment along a levee in the River District.

Staff from the Department of Community Response, the Sacramento Police Department’s IMPACT Team, and other agencies worked together to conduct outreach, remove debris and ensure the bike trail remained safe and accessible to the public.

To provide a deeper understanding of the City’s response to 311 calls involving homelessness concerns, this week’s report includes four maps that illustrate the scope of activity during the reporting period.

The first map provides a heat map overview of all 311 calls received by the IMT.

The second highlights locations where outreach teams engaged people experiencing homelessness and offered supportive services.

The third shows areas where crews removed encampment-related solid waste.

The fourth identifies locations where IMT “Rapid Response” teams conducted outreach and enforcement activities to address public health and safety concerns and ensure compliance with applicable state and local codes.

Key IMT activity and service data from the reporting period:

311 service requests

  • 311 calls received related to unsheltered individuals: 578
  • Homelessness-related cases opened: 2,100
  • Homelessness-related cases closed: 2,748

Outreach and placements

  • Unsheltered people enrolled into shared local outreach databases: 87
  • Unsheltered people placed into City shelter sites (Roseville Road campus or the Outreach and Engagement Center): 24

Shelter availability as of Feb. 17

  • Roseville Road Campus: 123 cabins available
  • Outreach and Engagement Center: Zero spaces available
  • Average openings at City-funded shelters (excluding Roseville Road and OEC): 12

Environmental services

  • Trash removed: 63,760 pounds
