Construction begins in Oak Park to transform vacant site into affordable senior apartments

Construction is underway on Donner Field Senior Apartments, a new affordable housing community in Oak Park that will provide stable housing and supportive services for older adults in the neighborhood.

Sacramento officials, development partners and community members gathered Feb. 27 to mark the groundbreaking of the 67-unit project on a formerly vacant site at 3311 45th St.

“Affordable options are critical to building pathways for seniors to stay in stable housing in the neighborhoods they love,” said Mayor Kevin McCarty. “This community is a step in the right direction, especially for our most vulnerable. Hopefully, residents from our tiny homes, shelter facilities, and motel program can graduate into projects like this.”

The project is being developed by Eden Housing, which was selected by the Sacramento Housing and Redevelopment Agency (SHRA) through a 2020 request for proposals process.

“Oak Park is changing quickly, and it is important that the people who built this neighborhood are not pushed out of it,” said Councilmember Caity Maple, who represents the area. “Donner Field Senior Apartments will give older residents a safe and affordable place to live in the community they have long called home. This project means stability for seniors, support for those who have experienced homelessness, and a stronger future for Oak Park. I am proud to see this long-vacant site finally become housing that serves the people who need it most.”

The development is supported by a mix of local, state and federal funding sources. The Sacramento City Council previously approved $1.25 million to support predevelopment and construction costs. Additional financing includes Low Income Housing Tax Credits, state housing programs such as the HOME Investment Partnerships Program (HOME) and Housing Opportunities for Persons with AIDS (HOPWA), and funding through Sacramento County’s Mental Health Services Act (MHSA).

The community will offer one- and two-bedroom apartments to households aged 55 and older earning at or below 50 percent of the area median income.

Seventeen apartments will be reserved for seniors experiencing homelessness who are referred through the Sacramento Continuum of Care. Those residents will have access to supportive services and case management to help maintain stable housing.

The project will include a two- and three-story residential building and a separate community building centered around a shared green space designed for gathering, gardening and outdoor activities.

Adult education classes and services will be offered in the community building by Eden Housing’s resident services staff.

Amenities will include a community center, computer room, garden beds, bicycle storage, a laundry room, gated parking and electric vehicle charging stations.

The project will be fully electric and is expected to achieve GreenPoint Rated Gold certification, reflecting a focus on energy efficiency and sustainability.

Construction is expected to be completed in spring 2027.
