The City of Sacramento’s Office of Innovation and Economic Development is seeking qualified providers to support its new Street to Housing pilot program, which aims to house people experiencing homelessness in high-priority encampments along the Sacramento Northern Parkway.
“The Street to Housing pilot program represents an innovative, multi-pronged approach to addressing unsheltered homelessness,” said the City’s Housing Manager Ya-yin Isle. “The City is eager to implement this initiative and partner with organizations committed to helping individuals transition from encampments into stable housing.”
The Street to Housing Program, developed in partnership with the City’s Department of Community Response, is one of two City initiatives funded by the State’s Encampment Resolution Funds (ERF). This $5.85 million pilot program uses a rapid rehousing model, aiming to help approximately 100 households transition directly from encampments into permanent housing.
Participants in the pilot program will receive 12-24 months of rental assistance, case management, and stabilization services to support long-term housing stability.
The City is seeking qualified partners to provide one or more of the following services:
- Landlord engagement/housing location services: The program seeks a provider to secure and support at least 150 rental units over its duration, securing 15-30 units per month during the initial lease-up phase and as needed thereafter.
- Rent administration services: The program requires timely rent and utility payments for up to two years, with the provider managing funds on a reimbursement basis and submitting monthly documentation.
- Housing stabilization case management services: The program requires five full-time “Housing Stabilization Case Managers,” each managing a caseload of 20 households for up to two years.
Key dates for the application process include:
- Optional pre-qualification virtual meeting: Thursday, Nov. 21, 2024, at 1 p.m. (Teams meeting link)
- Deadline for written questions: Monday, Nov. 25, 2024, by 12 p.m.
- Statements of qualifications due: Friday, Dec. 6, 2024, by 12 p.m.
- Anticipated City Council award of contracts: Tuesday, Jan. 28, 2025
The program will run from Jan. 2025 through June 2027. Housing for the first cohort of 20 households is expected to begin in mid-Feb. 2025.
