The City of Sacramento is seeking community input on proposed zoning code updates that could affect what types of housing and businesses may be allowed in neighborhoods throughout the city.
These updates will implement the City’s 2040 General Plan, adopted by the City Council in 2024, which serves as Sacramento’s long-term blueprint for growth and development through 2040.
State law requires the City’s zoning code to remain consistent with the General Plan. To meet that requirement, the Community Development Department is updating the zoning code to reflect the vision established in the 2040 General Plan.
What are the key proposed changes?
The 2040 General Plan and Zoning Consistency Update includes several proposed changes to align the City’s zoning code with the adopted 2040 General Plan, including:
- Conducting a citywide rezoning effort to ensure the City’s zoning is consistent with the adopted 2040 General Plan land use designations.
- Incorporating Missing Middle Housing standards into the City’s zoning code.
- Simplifying and consolidating residential zoning districts to create a more consistent zoning framework.
- Allowing limited neighborhood-serving commercial uses in residential areas.
- Updating development standards to support more housing development.
Residents, property owners, businesses, and community organizations are invited to learn more about the proposed changes and share feedback through a variety of engagement opportunities this summer.
Comment on informational boards
The project webpage hosts a series of informational boards that summarize the proposed zoning code changes. Community members are encouraged to review the boards and provide feedback through the online platform. The boards will be available through Aug. 31, 2026.
Attend a webinar
City staff will host a series of webinars in July and August to dive deeper into various project components. All webinars will be recorded and posted on the project webpage following each event for those who are unable to attend live.
Topic: Overview
When: July 1, 6 p.m.
Details: Learn about the General Plan and Zoning Consistency Update, why the City is updating its zoning code and how to participate. City staff will explain how the General Plan and zoning code work together and how community members can provide feedback.
Topic: Neighborhood Commercial
When: July 15, 6 p.m.
Details: Learn about proposed zoning changes that would allow more neighborhood-serving businesses, such as cafes, markets, and other small commercial uses, in residential areas. City staff will discuss where these uses may be allowed and the standards that would apply.
Topic: Missing Middle Housing
When: July 22, 6 p.m.
Details: Join City staff and Opticos Design consultants for a discussion on proposed Missing Middle Housing standards. Learn about the housing types being considered, where they may be allowed, the proposed development standards and opportunities to provide feedback.
Topic: New Zones and Rezoning
When: Aug. 10, 6 p.m.
Details: Learn about proposed citywide rezoning efforts and updates to residential zoning districts. City staff will explain the proposed zone consolidations, development standards, affected areas and opportunities to provide feedback.
Take the Missing Middle Housing survey
The City is seeking feedback on proposed standards for Missing Middle Housing.
Missing Middle Housing includes housing types such as duplexes, triplexes, fourplexes and cottage courts that can provide additional housing options within Sacramento neighborhoods.
The survey asks community members to share their perspectives on housing preferences, neighborhood design, and priorities for future development. It is available in English, Russian, Spanish, Simplified Chinese, Traditional Chinese, and Vietnamese.
The survey will be available through Aug. 31, 2026, on the project webpage.
Connect with the City in the community
Planning staff will be attending neighborhood meetings, community events and pop-up outreach opportunities throughout the summer to answer questions, share information about the project and gather community feedback.

What happens next
Community feedback gathered through the survey, online informational boards, webinars, meetings, and other outreach activities will help inform proposed zoning code updates before they are presented to City Council for consideration for adoption in winter 2026.
