Homelessness Response Report: DCR supports Earth Day volunteer efforts across Sacramento

The City’s Incident Management Team (IMT) received 530 calls for service last week and responded by engaging people experiencing homelessness, offering services and shelter options, and ensuring compliance with City laws and ordinances.

From April 6-12, the IMT responded to 592 unique locations.

City staff coordinate and prepare for Earth Day volunteer efforts.

As Sacramento prepared for a series of Earth Day events, the Department of Community Response (DCR) helped coordinate efforts to support safe, organized volunteer activities across multiple sites.

On April 11, volunteer events were held citywide, including neighborhood cleanups and landscaping projects in parks and along waterways. Residents, families and community groups worked together to maintain and improve shared public spaces.

In the days leading up to the events, DCR staff provided site-specific briefings to event leads on best practices for working near encampments. This included guidance on how to safely and respectfully engage with individuals who may be experiencing behavioral health challenges. During the events, DCR outreach teams visited multiple locations to provide real-time support and coordination as needed.

Compared to prior years, staff observed fewer encampments and fewer individuals experiencing unsheltered homelessness at event sites.

This work reflects ongoing coordination between City teams to support community events while maintaining a consistent, service-focused approach to outreach in public spaces.

Key IMT activity and service data from the reporting period:

311 service requests

  • 311 calls received related to unsheltered individuals: 530
  • Homelessness-related cases opened: 1,979
  • Homelessness-related cases closed: 2,190

Outreach and placements

  • Unsheltered people enrolled into shared local outreach databases: 93
  • Unsheltered people placed into City shelter sites (Roseville Road campus or the Outreach and Engagement Center): 30

Shelter availability as of April 14

  • Roseville Road Campus: 17 cabins available
  • Outreach and Engagement Center: Eight spaces available
  • Average openings at City-funded shelters (excluding Roseville Road and OEC): 17

Environmental services

  • Trash removed: 51,160 pounds
