The City of Sacramento has appointed Katie Dignan as Assistant City Manager, effective July 13.
In her new role, Dignan will oversee the Community Development Department, Economic Development Department and Convention and Cultural Services. She will also help lead implementation of key initiatives advanced by City Manager Maraskeshia Smith and the City Council focused on organizational improvement and community impact.
Dignan has more than a decade of executive leadership experience in local government, infrastructure projects, finance, economic development and organizational transformation.
“Katie brings a unique combination of public sector leadership, financial expertise and economic development experience that will help advance Sacramento’s priorities,” City Manager Maraskeshia Smith said. “She has a strong track record of leading complex organizations, driving innovation and delivering results. I am excited to welcome her to the City’s executive leadership team and look forward to the impact she will have on our organization and community.”
Most recently, she served as acting assistant general manager of finance and management services and chief financial officer for the East Bay Regional Park District, where she provided executive leadership for accounting, budget, capital finance, procurement, payroll and information technology operations. She also helped launch the district’s Facilities and Infrastructure Division and oversaw capital finance, grants and business services functions.
Prior to that role, Dignan served as assistant director of planning and building for the City of Oakland, where she led financial and administrative operations and helped streamline development review and permitting processes. She also served as chief of staff to the CEO of Kairos Power, supporting major economic development projects, site selection efforts and federal funding initiatives.
Earlier in her career, Dignan managed large-scale Hurricane Katrina recovery and resilience programs for the City of New Orleans, overseeing hundreds of infrastructure and facilities projects.
Dignan said she is eager to join the City and help advance its goals.

Dignan holds a Master of Business Administration from Tulane University and a bachelor’s degree from Northern Arizona University.
