Sacramento’s downtown R Street Corridor will soon be home to Monarch (805 R Street), a mixed-use affordable housing development providing 241 units for working families.
City, County and State officials joined Capitol Area Development Authority and Mutual Housing California on Tuesday to celebrate the official groundbreaking of the downtown Sacramento project.
Monarch is being constructed on a former State of California storage site in downtown Sacramento. The project is part of a broader statewide effort to transform surplus public land into affordable housing. Construction is expected to be completed by spring 2027.
“Sacramento has a critical need for more affordable housing and creative approaches to repurpose underused state property in our Central City. This project contributes to both of these goals and also to our city’s effort to grow our creative economy and support artists,” said Sacramento Mayor McCarty. “I want to thank Governor Newsom for his ongoing partnership, and CADA and Mutual Housing for continuing the revitalization of the R Street Corridor.”
“This project is a major step forward for the R Street Corridor and for the people who live and work in this community,” said Councilmember Phil Pluckebaum, who represents the district. “Monarch brings not just housing, but stability and opportunity to the heart of downtown Sacramento.”
The City is supporting the project with funding for predevelopment and construction costs, including $3 million in American Rescue Plan Act (ARPA) funds and $300,000 from the State’s Homeless Housing, Assistance and Prevention Program Round 4 (HHAP-4). The total cost of the development is estimated at $122 million.
The development will feature a mix of 82 studio units, 136 one-bedroom units, and 21 two-bedroom units for low-income households earning between 30% and 70% of the area median income. Two additional units—a two-bedroom and a three-bedroom—will serve as onsite manager residences. Twenty of the 241 units will be reserved for households exiting homelessness or at risk of experiencing homelessness.
In addition to housing, the project will include 3,428 square feet of commercial space for art-related or neighborhood-serving businesses and 16,369 square feet of private and public outdoor areas.
Planned amenities include an exercise studio, event courtyard, small corner plaza, patio decks for the street-level live/work units, private resident courtyard, resident multi-purpose room, and laundry rooms on each floor.
